The Third Wave Cabinet Revealed! Peng Jinlong Appointed Chairman of the Financial Supervisory Commission
President-elect Lai Ching-te is set to take office on May 20. On the morning of April 16, the soon-to-be Premier, Su Rongtai, announced the third wave of cabinet appointments, revealing six financial and economic department heads in one go. The list includes Minister of Economic Affairs Guo Zhihui, Minister of Digital Development Huang Yannan, Chairman of the National Development Council Liu Jingqing, Chairman of the National Science Council Wu Chengwen, Chairman of the Financial Supervisory Commission Peng Jinlong, and Chairman of the Public Construction Commission Chen Jinde.
Su Rongtai referred to these six financial and economic department heads as a “wise and innovative” cabinet. He mentioned that Taiwan plays an important role in the global supply chain, especially in industries such as AI, semiconductors, and information and communication technology. The speed at which Taiwan masters the application of technology will determine the speed of the country’s growth. Chairman of the Financial Supervisory Commission: Peng Jinlong
The new Chairman of the Financial Supervisory Commission is Peng Jinlong, Vice Dean of the School of Business at National Chengchi University and a professor of insurance. He has held positions as a director of life insurance companies and deputy secretary-general of the Financial Association. He is familiar with insurance, financial control, banking, and securities operations, and in recent years, he has also been focusing on the financial resources of the National Health Insurance.
It is widely believed that as the domestic insurance industry is set to converge with IFRS 17 and TW-ICS in 2026, which poses significant challenges to the capital market, the new Chairman of the Financial Supervisory Commission must have a certain level of familiarity with the insurance industry. Therefore, Peng Jinlong is considered a suitable candidate.
Su Rongtai hopes that Peng Jinlong will promote the advancement of laws in insurance technology, financial regulatory sandboxes, and financial innovation. He also aims to integrate public and private resources to make Taiwan the center of financial technology development in Asia and the center of asset management in Asia, making Taiwan a model for sustainable finance in Asia.

Minister of Digital Development: Huang Yannan
Huang Yannan, an expert in Taiwan’s information and communication technology field and the Director of the Information Technology Innovation Research Center at Academia Sinica, will take charge of the Ministry of Digital Development. He has expertise in cybersecurity, AI, and the Internet of Things and serves as a consultant to many government departments. He has previously worked as a researcher in renowned international institutions, including AT&T Bell Labs, where nine researchers have been honored with the Nobel Prize in Physics.
Su Rongtai mentioned that Huang Yannan possesses expertise in cybersecurity, communications, and AI, making him a valuable asset to the Ministry of Digital Development. He has also served in the Office of Digital Convergence under the Executive Yuan and the Office of Science and Technology under the Executive Yuan, with outstanding achievements in the public, private, academic, and research sectors.

Chairman of the National Science Council: Wu Chengwen
Wu Chengwen, President of National Tainan University of Technology, will take over as Chairman of the National Science Council. He is also the Chairman of the National Sports Science Center and is highly respected in the academic, industrial, and government sectors. Su Rongtai hopes that Wu Chengwen will lead domestic scientific research and utilize his interdisciplinary and interdepartmental integration capabilities to support the development of local basic scientific research.
In addition, Wu Chengwen has a special experience. He was selected for the Tainan City Giant Little League team in elementary school and won the World Championship in the United States with the team. However, he did not continue playing baseball and pursued further studies in the United States after graduating from National Taiwan University’s Department of Electrical Engineering, laying the foundation for his academic achievements.

Chairman of the National Development Council: Liu Jingqing
As the important unit responsible for the overall development strategy and innovation of the country, the National Development Council will be headed by Liu Jingqing, former chairman of PwC Innovation Consulting.
Liu Jingqing has previously served as the General Manager of the IBM Business and Industrial Group and the Information Director of China’s largest food company. He has more than 30 years of experience in the management and digital consulting industry, specializing in providing strategic consulting, process optimization, digital strategy, transformation, and information system implementation services to the retail, consumer goods, and electronics industries. He is one of the few experts in the industry with practical industry experience and professional consulting experience.
Premier-designate Su Rongtai expressed his expectations for Liu Jingqing to effectively manage and assess major national construction projects. In the era of AI, Liu Jingqing is expected to help Taiwanese SMEs and multinational industries find the key to survival and success, implement industrialization of AI, and create an innovative and entrepreneurial ecosystem.

Minister of Economic Affairs: Guo Zhihui
Guo Zhihui, Chairman of the Chongyue Group, will be appointed as the Minister of Economic Affairs. As a figure in the semiconductor industry, he will be responsible for continuously strengthening the development of Taiwan’s semiconductor industry and enhancing its important position in the global market.
Su Rongtai stated that Chongyue Technology has long been involved in the semiconductor and solar photovoltaic fields. He expects Guo Zhihui to leverage his extensive knowledge and vast network of contacts. He also hopes that the Ministry of Economic Affairs will ensure stable power supply and further develop diversified green energy.

Chairman of the Public Construction Commission: Chen Jinde
Chen Jinde, former chairman of CPC Corporation, Taiwan, and former acting county magistrate of Yilan County, will be appointed as the Chairman of the Public Construction Commission under the Executive Yuan.
Su Rongtai mentioned that Chen Jinde has previously served as a national representative and acting county magistrate of Yilan County. He is skilled in communication and has promoted energy transformation during his tenure as chairman of CPC Corporation, Taiwan. In addition, Chen Jinde traveled throughout Taiwan during the election period, grasping grassroots movements and demonstrating his communication skills. Su Rongtai looks forward to Chen Jinde improving the quality and efficiency of public construction and realizing the goal of balanced development in Taiwan.
